A US-sanctioned liquefied natural-gas plant in Russia’s arctic region has pressed on with fuel shipments as Moscow seeks to circumvent western restrictions and test President Donald Trump.

The Arctic LNG 2 export plant — sanctioned by the Biden administration in 2023 after Russia’s invasion of Ukraine — appears to be loading its 10th shipment since late-June, according to ship-tracking data compiled by Bloomberg. So far, earlier cargoes have been delivered to a single port in southern China, or a storage facility in Russia’s far east.
